What People Say About Kingsley Design & Drafting in The Hills
“We bought a lot in a new estate at Kellyville and the design guidelines were as thick as the council rules. Kingsley Design & Drafting read both, showed us what the covenant would let us build, and had the drawings done on the date they gave us. The builder priced the set without one query.”
★★★★★
– Andrew P., Kellyville
“We wanted a machinery shed and a secondary dwelling on our 2 hectare block at Dural. They checked the wastewater system and the bushfire mapping before drawing anything, worked out where both buildings could sit, and dealt with council when the questions came back.”
★★★★★
– Steven R., Dural
“Our 1988 brick house at Baulkham Hills needed a second storey and a bigger alfresco. They measured the existing walls and roof properly, found the new floor could sit over the old brickwork, and kept us updated all the way through assessment.”
★★★★★
– Peter H., Baulkham Hills

Trusted Building Designers and Draftsmen in The Hills
Kingsley Design & Drafting draws residential plans for owners across The Hills and lodges the council paperwork that goes with them. New houses, upper floor additions, secondary dwellings, kitchens, bathrooms, pools, decks, carports, garages, sheds, driveways and retaining walls.
Three different jobs sit inside the one district. Buy into Box Hill, Gables or The Ponds and a developer design guideline sits over the council controls, which settles facade materials, roof pitch and where the driveway meets the kerb before anyone draws a floor plan.
Head north to Kenthurst, Dural, Glenorie and Maraylya and land is measured in hectares, so the shed, the secondary dwelling and the effluent disposal area come first.
Every job starts with a tape on the block, not an aerial photo. Builders through Kellyville, Rouse Hill and Beaumont Hills price our sets each week, and owners come back to us for the next stage. Send through the address and we will tell you what the controls on it allow.
COMMON QUESTIONS ABOUT DRAFTING AND BUILDING DESIGN
Frequently Asked Questions
What does a building designer in The Hills do?
Out here the job starts with what is registered against the land. A covenant at Gables, an effluent disposal area at Kenthurst, a bushfire mapping layer along the Glenorie fringe. We read those first, sketch a scheme that fits inside them, then draw it up properly. The output is a site plan, floor plans, elevations, sections and the technical notes a builder sets out from, plus the lodgement paperwork behind it. One drawing set carries the development application and the construction certificate, and we chase the assessment ourselves.
Why hire a draftsman instead of an architect?
For the work Hills owners actually book, second storeys over 1990s brickwork, alfresco roofs, machinery sheds, secondary dwellings on hectare blocks, an architect fee buys more than the job needs. We charge a fixed amount, draw to the same standard a certifier assesses, and know which schemes The Hills Shire will wave through and which ones draw a request for further information. Where a house is genuinely bespoke and someone wants a registered architect running the contract, hire one. Everything else moves faster and cheaper through a designer.
What is a Development Application and when do I need one?
It is the formal request to council before you build or change the use of land. Around here that covers new houses on estate lots, upper floor additions, secondary dwellings, bigger sheds, pools, decks and most retaining work. Land at Kenthurst, Middle Dural and Maraylya usually adds a wastewater report, and blocks on the bushfire map add an assessment on top. The pack we lodge includes site plans, elevations, shadow diagrams, the engineer input and a written planning case. Complete lodgements get read once instead of bouncing back.
How long does DA approval take in The Hills?
Assume 6 to 8 weeks for backyard scale work such as a deck, a carport, a crossover or a wall. Allow 10 to 14 weeks once a new home or a secondary dwelling is involved. Acreage at Glenorie, Annangrove and Maraylya can run past that when a bushfire referral or an on site wastewater review is triggered, and estate lots at Box Hill and Gables lose time if the design panel has not signed off first. The single biggest cause of delay is a lodgement missing a document, which is why we send a full pack and answer the officer directly.
Why do I need a Construction Certificate?
Approval says you can build the scheme. The Construction Certificate says the drawings comply with the Building Code of Australia and the standards under it, and it has to be issued before anyone starts on site. Structure, waterproofing, fire separation and energy performance all get resolved at this stage. On a second storey over 1980s Castle Hill brickwork the structural set is the bulk of it. We prepare the CC documents and keep the engineer and the certifier moving together so nothing sits idle between approval and the first delivery.
Can I combine several small jobs in one application?
Frequently it works. A shed and a secondary dwelling on the same Kenthurst block, or a pool with the retaining work that holds the yard up behind it, sit well in one lodgement, and one application costs less than two. We ask early what else is coming in the next couple of years so the site plan already allows for it. That matters on rural land where the wastewater area, the driveway and every structure compete for the same space, and on estate lots where the covenant fixes the facade and the driveway position.
What is included in a granny flat drafting service?
On a hectare block at Dural or Maraylya the wastewater system decides where a secondary dwelling can go, so we check its capacity and its disposal area before drawing a floor plan. On a smaller lot the numbers that matter are site coverage, setbacks, privacy to the neighbour and how much landscaped area is left. Either way you receive a site plan, floor plan, elevations, sections and the lodgement documents for a complying development certificate or a full application. The set is dimensioned for a builder to price without ringing us.
What is included in a bathroom design and drafting service?
Bathrooms rarely need an application, though we confirm that against your actual scope rather than assuming it. Most of the Castle Hill and Baulkham Hills ensuites we redraw sit inside the existing walls, so the drawing work is fixture setout, waterproofing extents, falls to the waste, tile setout and any structural or services change the new layout forces. Where a bathroom goes in upstairs as part of a second storey, the floor structure and the drainage run get drawn too. Your builder, plumber and waterproofer all work from one dimensioned sheet.
Do I need council approval for a kitchen renovation?
Leave the walls and the footprint alone and a kitchen usually needs nothing lodged. Remove a wall, shift the structure or push out the back and the answer changes. Half the brick and tile homes at Winston Hills, Cherrybrook and Baulkham Hills have a load bearing wall between the kitchen and the family room, so that beam has to be sized by an engineer and drawn. We prepare the floor plan, the joinery elevations and the services layout, and we confirm which approval path applies before a single cabinet is ordered.
What plans do I need for a new custom home?
Everything hinges on the lot. At Box Hill, Gables and The Ponds the developer design guideline lands on top of the council controls and normally has to clear the estate design panel before council will look at it, so facade materials, roof pitch, garage width and driveway position are settled early. On acreage the shed, the wastewater area and the driveway shape the house position. Your set covers the site plan, floor plans, elevations, sections and the DA or CDC documentation, drawn around the levels and orientation of your block.
Do I need approval for a swimming pool?
Barriers, levels, excavation and drainage are what stall pool applications, not the shell. We document the finished water level, the fence and gate compliance, the backwash, and the distance from the pool to boundaries, footings and the house. On unsewered land at Kenthurst, Glenorie or Maraylya the shell also has to clear the effluent disposal area and its reserve, which we confirm before siting it. New pools, replacement pools and the paving and retaining around them all get drawn to the same detail.
Do you draw plans for decks, verandahs and pergolas?
Timber or steel, both are drawn the same way. We take levels off the ground, then set the framing layout, footing sizes, spans and elevations. On newer Kellyville, Rouse Hill and Beaumont Hills homes the alfresco roof usually has to tuck under a low eaves line, so the fall, the flashing and the gutter connection get resolved on paper first. Setbacks to the boundary and what the neighbour sees over the balustrade get settled at the same time. The drawings suit a DA, a CC or a complying development certificate.
Are retaining wall plans really necessary?
Most Hills yards were benched flat when the estate was built, and 30 years on the original wall is leaning. Because a wall changes loading, stability and where water goes, council wants height, materials, footing detail, drainage and engineering shown before you rebuild it. Height above a modest threshold or proximity to a boundary makes approval near certain. We draw the existing contours, the wall sections, the surcharge behind them and the subsoil drainage, in a form your engineer signs off and your builder sets out from.
Do I need approval for a driveway or crossover?
New vehicle access, a changed grade or a different kerb line all bring it into scope. Two bodies get a say, council on the property side and the road authority at the street, each with standards for transitions, sight distance and stormwater. Estate subdivisions at Kellyville Ridge, Stanhope Gardens and The Ponds usually fix the crossover position on the plan of subdivision. A long acreage drive at Middle Dural needs passing width and a turning area for a delivery truck. We draw the levels, cross sections, materials and crossover setout once.
When is approval needed for a backyard studio or shed?
Zoning does most of the deciding. Rural land at Glenorie, Annangrove or Middle Dural carries a far larger exempt shed than a Bella Vista or Norwest backyard will, and the position still has to respect the wastewater area and any bushfire mapping. Floor area, wall height, distance to boundaries and how the structure is used all have to line up before it counts as exempt development in New South Wales. We check your title and your land against the current controls, tell you which path applies, then draw the site plan, floor layout and elevations.
Do you work with The Hills Shire Council?
The Hills Shire covers most addresses we work on, and we lodge with Hornsby for Pennant Hills and part of West Pennant Hills, and with the City of Parramatta for Carlingford and North Rocks. Three sets of controls sit across the one district, so height, setbacks, floor space ratio and landscaped area get checked against your specific street before a scheme is drawn. We also pull the title to see whether a covenant or a restriction applies, which on estate land often matters more than the council control does.
Can you help with renovation and extension approvals?
Additions carry a large share of the work here, mostly on brick and tile houses built at Castle Hill, Winston Hills, Cherrybrook and Baulkham Hills between the mid 1980s and the early 2000s. Nobody kept the original plans, so we measure the standing building first, floor levels, wall thicknesses and the roof frame that has to carry a new upper storey, and draw that accurately. New work goes over the top of a correct base drawing, an engineer comes in wherever the structure changes, and the council documents follow. Fewer surprises land on site.
How much does drafting cost and how do you quote?
Once the site is measured and the scope and approval path are settled, we give you a fixed fee. Nothing is billed hourly, so the number does not move while the drawings are being done. Council lodgement fees, engineering, certifier charges and, on unsewered acreage, the wastewater report are paid to those parties and quoted separately, so the whole budget is visible before you commit. Change the scope later and we price the change first, then draw it. Estate design panel submissions get quoted the same way.
Do I need council approval to build a garage?
Size, siting and whether you are building fresh or converting an existing space set the answer. Distance to the street frontage and how much of the lot is already covered usually determine whether a garage runs as complying development or needs a full application. New estate lots at Box Hill and The Ponds add another layer, since the design guideline commonly fixes the door width, the facade treatment and the setback from the building line. We detail the slab, framing, door openings and the setbacks on the one drawing set.
Is a carport considered exempt development?
Sometimes it is exempt, and estate land is where it usually is not. Covenants at Gables, Box Hill and The Ponds routinely ban any structure forward of the building line, whatever the state standards allow, so a carport in front of the house needs approval regardless. Size, height, roof form and distance to a boundary decide the rest. We measure the frontage, test it against the current controls and the title, then detail footings, framing, spans, roof falls and setbacks in a set that goes to council and out for pricing.
Can you design around a bushfire prone or acreage block?
Much of the rural fringe here is mapped bushfire prone, particularly around Kenthurst, Glenorie, Annangrove and Maraylya. That mapping forces an assessment, the assessment sets a construction level, and the level drives cladding, glazing, screening, decking and eaves detail on every sheet. Acreage adds its own list, the on site wastewater area, the shed, the dam or tank supply and a driveway a fire truck can use. All of it costs far less to resolve while the plan set is still open, so we deal with both before the design is signed off.

Council Approvals Across The Hills, DA and CC
Approval turns on paperwork. Send a complete, consistent set at lodgement and a development application or construction certificate moves through assessment without argument.
Three authorities cover this district. The Hills Shire Council takes most of it, Hornsby Council picks up Pennant Hills and part of West Pennant Hills, and the City of Parramatta covers Carlingford and North Rocks. Step one is confirming which one owns your address, then reading what it says about height, setbacks and landscaped area.
Estate land brings a fourth layer. The covenant on the title and the developer design guideline usually have to clear the estate design panel before council sees a drawing. On acreage the wastewater report, the bushfire assessment and the shed floor area all have to agree with each other before anything is lodged. We run site analysis through to lodgement for both the DA and the CC, and the officer rings us with questions.
You will know where the application sits and what comes next. The council side is ours to carry.

Complete Drafting and Building Design Services in The Hills

Custom New Home Designs
As your custom home designer, we turn a block, a budget and a brief into a full new home set. On a covenanted lot at Box Hill or Gables the design guideline gets read before the first sketch, so what you sign off is what the estate panel and council will both accept.

Home Extension and Renovation Drafting
Upper floor additions, ground floor extensions and whole house renovations begin with our home extension draftsman on your block with a tape. Nobody kept the plans for the brick and tile houses at Castle Hill and Winston Hills, so walls, floor levels and roof frames get measured before new work goes over them.

Granny Flat Design and Drafting
Setbacks, site coverage, privacy and landscaped area decide a secondary dwelling, and on acreage at Kenthurst or Maraylya the wastewater system decides its position too. As your granny flat draftsman, we design to those numbers from the first sketch, then document it for a CDC or a full application.

Outdoor Building and Studio Drafting
Machinery sheds, studios, workshops and home offices need slab and footing detail, framing, services and boundary distances drawn. On rural land the floor area and the distance to the effluent disposal area cap what is allowed. As your outdoor building draftsman, we settle that before drafting starts.

Swimming Pool Design and Drafting
Barriers, levels and drainage hold pool applications up. As your pool draftsman, we document the excavation, the finished water level, the safety barrier, the backwash and the clearances to fences, footings and any septic trenches, on new shells, replacements and the paving around them.

Retaining Wall Plans and Sections
Estate builders benched most Hills yards flat, and the wall doing the holding is now 30 years old and moving. As your retaining wall draftsman, we draw contours, wall sections, the load sitting behind them and the subsoil drainage, ready for your engineer to certify.

Deck, Verandah and Pergola
Alfresco roofs, decks, verandahs and pergolas run from ground levels through framing elevations to footing detail. Our deck and pergola draftsman resolves setbacks, the tie in to a low Kellyville eaves line, privacy to the neighbour and structural spans before the timber arrives.

Garage Design and Drafting
New builds, conversions and additions get drawn around the driveway grade, the house style and the street frontage, and on an estate lot the design guideline usually dictates door width and facade. As your garage draftsman, we document slab, framing, door openings and the setbacks that decide siting.

Driveway and Crossover Drafting
Council rules the property side of a driveway and the road authority rules the street side, each with standards for grades, transitions, sight lines and stormwater. On a long acreage drive at Glenorie or Middle Dural, passing width and a truck turning circle matter as well. As your driveway draftsman, we survey it and draw it once.

Carport Design and Drafting
Attached or freestanding, a carport needs footings sized, framing spanned, roof falls set and the front setback checked against your street, and estate covenants often rule one out forward of the building line entirely. As your carport draftsman, we put all of it on one set, the same set that goes to council and out to builders for pricing.

Kitchen Design and Drafting
Kitchens are won or lost in millimetres. As your kitchen draftsman, we set out benches, joinery elevations, appliance positions and what the plumber and the electrician have to bring, so three trades quote off one sheet. Taking out the wall to the family room gets the beam drawn too.

Bathroom Design and Drafting
Guesswork in a wet area costs money later. Our bathroom draftsman measures the room, then details waterproofing extents, falls to the waste, every fixture position and the tile setout for main bathrooms, ensuites and full rebuilds. Adding one upstairs brings the floor structure and drainage run in as well.
Why Use a Professional Building Designer or Draftsman?
A builder prices from plans, a certifier assesses plans and a council approves plans. A sketch does none of that.
Here the drawings answer to whatever else the land carries. A Box Hill covenant that dictates the facade. An effluent disposal area at Glenorie that fixes where a shed can sit. A bushfire construction level on a Kenthurst boundary. A 1990s Castle Hill roof frame that has to take an upper floor. Thin documents hide all of it until a builder is standing on site.
We design to the land and the controls that sit over it, dimension every sheet so nothing is guessed, and handle the DA and CC paperwork in house.
The result is fewer hold ups, a smoother build and an approval that lands.
